    GALVESTON — Galveston residents and city officials are debating regulations for building along the coast as part of the city’s erosion response plan.
    The city has until the end of the year to submit its erosion response plan to the state for review. The plan, required by the state, is designed to lessen the impact that storms and erosion would have on property. Having an approved plan enables the city to apply for state funding.
    But the sticking point among stakeholders is the setback rule, which specifies where a structure can stand on the beach.
    “Where do we start measuring?” Wendy O’Donohoe, planning director for the city, asked. “Where is the most consistent point in a dynamic environment such as the beach? When you reference a point, at some point that line may be in another place.”
    Currently, the setback is 25 feet from the north toe of the dune. The sandy structures, however, gradually migrate with the coastal wind.
